what happens if your substrate is to wet and you inoculate it with spores (Im using rye berries)

Suffication of mycelium, mold, contam's.  Pressure cook again with no foil on lid's to evaporate excess water.

and when i pressure cook again will i have to inoculate the jars again???

Oh you already innoce'd em? then yes you'd have to do it again.
