Cultivation / long grain and brown rice substrate

My friend was gonna buy 6 jars of long grain rice substrate from earthstongue. He wondered whether or not if he should do it inside or not (fruit them) and he wondered if this would be a good idea. See for the inside job he wanted to not disturb a certain fraction of the substrate so they would cake and then he would do as the pf tek method says as he births. Now should he dunk the cakes and follow as if it was a regular cake substrate (vermiculite/brown rice flour).Now for the other portion of the substrate he wanted to agitate  it while in the jar so he could do the outside job with dung. Will my friend be succesful? How should he do the outside job, cakes or loose substrate? Thanks for all the help my friend is a real noob, sorry about him.
