WHen you say milky looking do u mean its liquid or just the color? cuz mycelium is pretty white but more solid.  What enviornment are your jars in?
try and give a lttle more info with temps, and where their stored to help us help you better.

It's a liquid there is also a little bit of
white fluffy stuff on a couple of the
rye berries but a very small amount im
not sure if that's part of the mycelium
or just something from the rye berries

the temp is around 75'F - 80'F

Pics would be a big help just to even get a idea of what "white milky stuff" could be.
That could mean someone nutted in your jars, or they are to wet like PW said, there could be a few other things but I can't help till I see pics.
